This does two things:

  1. Add CI for each PR and push to master: build and testing.
  2. When you create a release on GitHub, pushes the package to NuGet: A repo secret NUGET_API_KEY will need to be created with the appropriate API key for the upload.

Now creating a release will derive the version number from the v1.2.3 Git tag.
